Queue a waiver confirmation message

Queues the waiver_confirmation message for a signed waiver. the signer's own link to view and download their document. The send happens on the job queue, so the response acknowledges the request rather than naming a message log row that does not exist yet. to is required: this route never reads the participant's stored email or phone, so a messages:send key cannot be used to extract contact details. Limited to 60 calls per minute per key. A waiver that is not signed. voided, or brought in by an import. is refused with 409: its confirmation link would lead to a record the signer never signed here.
